由于国家加大基础设施方面的投入，使装载机行业进入产销两旺的大好局面，几个主要装载机生产企业均创纪录地达到了各自的最高产量。同时各生产厂家均在外观质量上进行了改进，油漆方面主要是对装载机进行了套色作业，即将装载机的外观颜色分成两部分，改变了装载机长期以来的单一颜色。

一、随着装载机产量的提高，以及外观油漆套色作业的大量使用，整机涂装线在使用过程中就出现了几个问题：
1、套色作业使得装载机外表面的喷漆时间缩短（一次喷漆面积减少了），而屏蔽时间非但没有缩短，还有加长的趋势，使得整个流水线的节拍发生了变化，在产量低的时候还影响不大，只不过一些工位增加了等待时间，产量增大后就需要将部分屏蔽工作放在线下进行。
